It will achieve this through the application of research, knowledge and skills.  It is a distinct delivery organisation with operational autonomy to advise and support Government, local authorities and the NHS in a professionally independent manner.


  • Develop highly usable C# ASP.NET MVC web applications using modern JavaScript web frameworks.
  • Work with UI/UX Designers to implement a beautiful and simple user experience
  • Apply test-driven development to ensure code can be automatically tested
  • Maintain existing applications by refactoring code and replacing deprecated APIs with new code
  • Collaborate and liaise with product owners and other stakeholders to identify business requirements and implementing user stories
  • Collaborate and work with technology service providers and cloud service providers to ensure PHE derives the maximum benefit from any third party service providers and that the right knowledge is transferred in-house
  • Continuously seek to improve your own knowledge of work areas and embrace the agile framework of software delivery methodology and aim to reach full agility with continuous integrations and continuous delivery and continuous deployment
  • Research and recommend proven open source tools and frameworks that will support the ongoing delivery of PHE’s digital platform
  • Consistently work to meet project deadlines and deliver projects on budget
  • Attend local and national meetings with key stakeholders including development, marketing and ICT colleagues, and PHE’s partner organisations


  • Significant experience of C# web development with MVC/ASP.NET
  • Experience of working on public-facing websites
  • Experience and knowledge of JavaScript, libraries and web frameworks
  • Good understanding of AJAX and REST
  • Good understanding of Web Services (SOAP, REST)
  • Ability to style and layout HTML with CSS
  • Experience of data visualisation, business intelligence, reporting tools and methods
